Rationale 1
to build upon the progress of the MDGs: the MDGs were effective in their work, yet they ended in 2015, so the SDGs were designed to keep moving forward in improving global health and wellbeing and human development

Progress in all areas was uneven: by the time the MGGs ended, progress in all areas was uneven across the globe. Some countries and groups experienced higher levels of development, meaning there were still a number of disadvantaged groups through poverty, ethnicity, disability, geography etc.
