give considerable thought to foreseeing the potential risks in the programs offered

attempt to control the risks by removing them, or controlling those that cannot be removed, or possibly transferring the liability for the risks to others

the level of duty the program provider is the exhibit
the following factors will affect the standard of care expected:
- age and maturity of participants
- skill and size of participatns
- health and conditions of participants
- size of group
- complexity of the program
- hazardous nature of the program
- amount of supervision
- safety hazards present
- atmosphere/logistics/nature of the area
- accessibility of medical assistance
qualitative supervision
meet the minimum standards for their profession in terms of training
quantitative supervision
number of participants in a program in relation to the number of persons needed for adequate supervision
safe environmental guidelines
- inspect facilities and equipment
- isolate the area or equipment until repairs can be completed
- teach participants to perform basic safety inspections
- do not allow running on slippery or uneven surfaces
- assure participants are wearing the appropriate footwear
- when selecting equipment or activity areas, make sure they meet or exceed applicable safety standards
transferring liability as a means of risk management
