is the management function that guides, protects, develops, cultivates, projects and promotes the vision, philosophy, purose, values, objectives, successes and image of the organization to the various publics

is a group of individuals drawn together by common interests who are in a specific geographical location, community or area or are characterized by some other common features

helps determine whether a program is important, satisfies a need, or is making a meaningful contribution to society

examination of the program, it’s objectives, and results to determine how various constituencies feel about the program and what they know about its accomplishments
