How is safe manning determined?

A

MCA give guidance in MSN 1868

A risk assessment must be made by company and sent to the MCA for approval.

AB gone for shore leave and hasn’t returned, what do you do as Master?

A

I am concerned about the crew members safety.
I ask all crew if they know when he left, where he was going, telephone number?
If this is fruitless, I will call the local agent who in turn can contact local hospital, police station.
Inform the DPA
I will check to see if he is part of safe manning document.
If yes, the vessel can not sail. I must request to the company that a replacement crew member is sent out to the vessel. If that’s not possible, after conducting a risk assessment I will apply to the MCA for a temporary disponsation to sail out without the crew member for one voyage.
This should not hamper the work and rest hours for any other crew member. (Risk assessment)
Also make a note in the official logbook

What are the minimum rest hours?

A

10 hours rest in any 24 hour period.

rest period not devided to any more than 2 periods, with one period being atleast 6 hours

the interval between consecutive periods of rest shall not exceed 14 hours

the minimum hours of rest in any 7 day period is 77 hours

A

Yes to deal with an emergency distress of own or responding to another vessel in distress.
