What is considered Management Staff? RM 100-5
Management Staff is considered all personnel above the rank of Sergeant or who occupy exempt positions and non sworn managers
What is a commanding officer? RM 100-6
A Commanding Officer is any sworn officer with the rank of Lieutenant or higher or any other member or employee so designated by the Chief of Police
What is a Superior Officer? RM 100-7
Any member operating in a training capacity over police recruits, any member with the rank of Sergeant or higher, or any other employee so designated by the Chief of Police.
What is a Supervisor? RM 100-8
Employees who have as one of their major responsibilities the general authority in the interest of the Orlando Police Department to direct other employees or members: the review of personnel issues, or the recommendations of such action or their performance. Supervisors shall assign, reward, supervise, and train subordinates. Supervisors shall recommend dismissals, transfers, suspensions, demotions, recalls, and discipline. Employees shall be accountable to only one supervisor at any given time.
What are the duties of a Sergeant? RM 100-9
Exercise leadership over, perform the duties of a supervisor, and direct the operation of any assigned unit within the Department.
Be capable of being assigned as an investigator to any unit within the Departments
Train his/her immediate subordinates to be able to assume the duties and responsibilities of his/her office on a temporary or emergency basis
Perform other related duties as directed by superiors
Anti-Nepotism, what positions can a relative not hold over another relative, in reference to a manager or supervisor? RM 100-17
A manger or supervisor may not hold the position of:
The immediate supervisor of a relative
The immediate supervisor of the relative’s immediate supervisor (reviewer of the related employee’s evaluation)
A member of a Promotional Oral Review Board where a relative is a candidate.
Chief of Police may make exceptions on a case by case basis.
Can a lesser ranking employee assume a position of a commanding officer or superior officer? RM 100-18
The individual temporarily filling the vacant position shall retain his/her civil service rank or employee classification, but shall use the organizational title of the assumed command, preceded by the word “acting” (Sgt James Smith, Acting Section Commander?
What will make an employee be deemed Incompetent? RM 200-5
An employee will be determined to be incompetent in his job performance when the employee has shown an inability to meet reasonable measures of job performance or to maintain established standards of efficiency. Depending upon the circumstances, the Department will undertake appropriate action including counseling, retraining, transfer, demotion, or discharge of such employee.
What is considered carelessness? RM 200-5
An employee may be determined to have impaired or jeopardized the proper and efficient operation of the Department due to his or her carelessness or by the employee’s negligent job performance under this provision where he or she acts or fails to act: either in a deliberate or willful manner that reflects a reckless or wanton disregard for life, safety, or property; or in a manner contrary to acceptable standards or performance; or that results or could have resulted in injury, danger, or damage to others or their property.
What is insubordination? RM 200-6
Any employee who deliberately refuses or fails to obey any lawful order given by a superior officer/supervisor or who engages in mutinous conduct such as showing gross and direct disrespect to a superior officer/supervisor shall be guilty of insubordination and in violation of this regulation may be released from duty as outlined in the Civil Service Code and City Policy and Procedures Manual.
How would an employee report violations of laws, ordinances, rules or orders done by another employee? RM 200-9
Employees knowing of other employees violating laws, ordinances, or rules of the Department, or disobeying orders, shall report the same in writing to the Chief of Police through official channels. The notification shall be no later than the end of the reporting employee’s current tour of duty. If the reporting employee is on a regular day off, he or she shall report the violation no later than the end of his or her next official tour of duty. If the reporting employee is in any other status, for example, vacation, suspension, he or she shall contact any supervisor, manager, or Internal Affairs as soon as possible.
Are employees required to obey unlawful orders? RM 200-13
No employee is required to obey any order that is contrary to local, federal, or state law. Responsibility for refusal to obey rests with the employee. He shall be strictly required to justify his or her actions.
What shall employee do to unjust or improper order? RM 200-14
Employees who are given orders they feel to be unjust or contrary to rules and regulations must first obey the order to the best of their ability then may proceed to appeal.
What should an employee do with conflicting orders? RM 200-15
Upon receipt of an order conflicting with any previous or instruction, the employee affected will advise the person issuing the second order of this fact. Responsibility for countermanding the original instruction then rests with the individual issuing the second order. If so directed, the latter command shall be obeyed first.
What is the appeal process for unlawful, unjust, or improper orders? RM 200-16
An employee receiving an unlawful, unjust, or improper order shall, at first opportunity, report in writing to the Chief of Police through official channels. This report shall contain the facts of the incident and the action taken. Appeals for relief from such orders may be made at the same time. The Chief of Police shall be notified via the chain of command of any extra-Departmental action regarding any appeal.
Who can authorize gifts, gratuities, fees, loans etc? RM 200-18

What kind of approval is needed for the acceptance of rewards? RM 200-20
Before accepting any reward or remuneration for services an employee must receive WRITTEN approval from the Chief of Police.
The immediate supervisor of the requesting employee is responsible for investigating the legitimacy of the claim and endorsing the request to the Chief of Police
What shall an employee do if he/she receives an unauthorized gift or gratuity? RM 200-21
Any unauthorized gift, loan, fee, or other thing failing into any of these categories coming into the possession of any employee shall be forwarded to the office of the Chief of Police together with a written report explaining the circumstances connected therewith.
Can an officer associate with criminals and unsavory characters? RM 200-23
Employees shall not associate with any person known to be of unsavory character, a person who is generally known to be of bad repute, prisoner, convicted felon or habitual misdemeanant, or generally known associate of convicted felon or habitual convicted misdemeanant except as specifically required as a matter of police duty or where unavoidable due to family relationships.
When can an employee take photographs not in the furtherance of official job responsibilities? RM 300-1
When the officer has written authorization from the Bureau Commander or Chief of Police.
What is punctuality? RM 300-4
Employees who are less than one hour late (0-59 minutes). Each incident occurring within 180 days of two previous incidents shall constitute a violation even if a previous incident was included in a prior violation.
What is unauthorized absence? RM 300-4
An unauthorized absence is an absence in excess of one hour from duty on the date, time, and place specified by duty assignment unless excused by appropriate authority.
Who can authorize meal breaks outside assigned duty area? RM 300-6
Subject to modification of the commanding officer (Lieutenant or higher), meal periods shall be taken within the assigned duty area of the member.
Who determines an employee’s fitness for duty? RM 300-9
Only a Florida Hospital physician and/or other authorized psychological services can assess an employee’s fitness for duty utilizing the employee’s job description.
How long before shift must an employee stop using alcohol or intoxicants? RM 300-10
Employees shall not use an intoxicant four hours prior to reporting for duty and at no time shall employees be intoxicated while on duty.
Can employees use tobacco products in while on duty in public? RM 300-13
Employees shall not allow any form of tobacco to remain in their mouths while in public view. Also not while in a City vehicle.
How long does an employee have to notify Fiscal Management of any changes to marital status, address or telephone numbers? RM 300-15
Within 48 hours of the change
What is the residency requirements for employees? RM 300-16
35 miles post 2005, 45min or 35 miles pre 2005
When may an officer cancel a secondary/backup unit? RM 300-21
Backup shall not be canceled unit, the call is cleared, no threat has been determined, downgraded by Communications or when directed by a supervisor.
Who shall be and how will they be notified for an employee to receive compensation for damages for items sustained on duty? RM 300-22

Who shall be notified and how long before shift must an employee notify to call in sick before a scheduled shift? RM 300-23
The supervisor and at least one hour prior to their reporting time, via the supervisor’s work extension, if the employee will remain at home or go to the hospital and a contact number. Supervisors will document and maintain a record of employees who call in sick
If the employee recovers from a reported illness or injury before the end of his or her scheduled duty hours, who shall he or she contact? RM 300-23
