It was Romulus. Romulus and his brother Remus founded Rome in 753 BCE.
Romulus built the city of Rome on one of the seven hills along the Tiber - the Palatine hill - and lived a long life as king of Rome.
What did Romulus do due to the lack of women in the newly founded city?
Romulus consolidated his power, and the city was named for him. He increased its population by offering asylum to fugitives and exiles. He invited the neighbouring Sabines to a festival and abducted their women. The women married their captors and intervened to prevent the Sabines from seizing the city.
