- Safety: right to receive safe & high-quality care
- Respect: right to be shown respect, dignity & consideration
- Communication: right to be informed about services, treatment options & cost clearly
- Participation: right to be included in decisions about my care
- Privacy: right to have private & confidential of personal information
- Comment: right to comment on my cate and have my concerns addressed

if patient or someone else’s health or safety is threatened (e.g. patient unconscious and doctor needs to know if they r allergic to any drugs)
when info will reduce or prevent a serious threat to public health safety (public outbreak)
