Sea bomb Rowntree (wealthy confectioner) investigated poverty in York- 28% of people in York lived in poverty + determined the poverty line to be 21 shillings, highlighting that many were suffering so reform was necessary
Analysis
Successful as
-first of kind (wealthy businessmen highlighting the struggles of poverty published for all to read)
-Large reports could not be ignored as government would appear cruel and could lose support forcing them to pass reforms

Negative analysis
However last of reports published in 1903 and the liberals were voted into power with a great majority- whilst they promise no change in the campaign manifesto- reports is important enough to pass reforms
Evaluation
Overall not as important of a factor as the growth of the Labour Party
Overlooked, by 1906 proving that this factor alone was not as impactful as the growth of the labour party
Norman Lowe: “whilst there was an element of compassion it was doubtful that this was the main concern. If this was the only factor it is unlikely that much would have been done”
