Context
Throughout 19th century British Government - ‘laissez- faire’ (did not get involved in the social issues affecting the British people)
Liberals won a landslide victory- 1906 and in the years before WW1 introduced social reforms : school meals, old age pension and national insurance - marked a major shift in government policy
Factors
There are several important factors in explaining the reasons for these reforms:
-the growth of the labour party
-new liberalism
-national security
-the reports of Booth and Rowntree -municipal socialism

Whilst………was an important reasons for the liberal welfare reforms 1906-1914 it is clear that the most compelling factor to the largest extent was the growth of the Labour Party
