How is a referendum conducted and where are the rules found

A

The rules regarding the process of a referendum are stated in section 128 of the constitution. The process begins with a bill being created in parliament to have the wording changed. It must be approved by both houses and then must go to polls where it must receive a majority of all australians votes and a majority of the people in the majority of the states. If successful at the polls, the governor general can grant royal assent and the wording will be changed

What is the double majority

A

A yes vote needs to be submitted by at least 50% of voters within the population and 50% of voters in each state in a majority of states 4/6

2 Advantages of the Double Majority

A
  1. It prevents the smaller states from being overpowered by the population of larger states. 2. The double majority requires that all states be considered in the change

2 Disadvantages of the Double Majority

A
  1. Voters in the less populated states can have a more powerful voice as the requirement for at least 4/6 states to have 50% yes means that it is easier to receive a no. 2. The voter mistrust and lack of knowledge may lead to polls voting no more frequently as the content of the change is not always known and can be daunting
