Forbid states for making black codes. Johnson vetoed both the Freedman bureau’s act in the civil rights act but Congress overturned The veto by two thirds vote

Because he tried to fire the secretary of war but I was not allowed they then realized that he was only nine months away from the end of his presidency so they decided not to
