Provided safety is not jeopardized, how shall traffic priorities be applied?
A
- An aircraft known or believed to be in a state of emergency or impaired operation shall have priority over all other aircraft.
- An aircraft landing, or in the final stages to land, has priority over a departing aircraft.
- An aircraft landing or taking off has priority over taxiing aircraft.

What exceptions apply to the normal traffic priorities?
A
Aircraft first able to use the manouevring area has priority except:
- where a more orderly flow or significant benefit for a number of other aircraft would result by deferring this priority
- where a significant economic penalty would result
- aircraft operating in the normal pattern are given priority over aircraft operating in conflicting patterns
- aircraft in the climb given preference for routing over arriving aircraft of simillar type
- aircraft wishing to operate in the conflicting pattern for operational reasons given normal priority
- for aircraft on training instrument approach, normal priority once the aircraft commences final approach
- where prior arrangement has been made for flight inspection checks and a priority has been predetermined
- an aircraft may be given priority for a cruising level within the oceanic FIR in accordance with ICAO Doc 7030 or an ATS LOA
- where other agreed priorities have been established within RNP airspace under part 71
