Federalism
An organization where power is going to be shared between different levels of government
Unitary form of government
Monarchy- English rule
Confederate form of government
central government doesn’t have a lot of power- articles of the confederation
Dualing federalism
Each level has its own unique powers and no other level can do anything about it (like a layer cake- every layer has its own distinctive flavor)
Cooperative Federalism
All levels of government work together to find solutions to a problem (like a marble cake- once you mix it, there’s no going back)
Fiscal federalism
The national government will set the broad outline of what they want done and give states money to do it- 2 ways
Mandate
Directives from the national gov given to states to do something (could be funded or unfunded) 1 way of a fiscal federalism for states to get money
states have to, otherwise they might lose funding (parents) or have a lawsuit
Grant
Money given from federal government to states to accomplish an objective
states do not have to take money only have to follow rules
ex: cleaning the garage
Block grant
Least restrictive-
grant w/ few strings attached- states use it for anything
ex: $30 to go shopping
Project grant
Money given from federal government for a specific purpose
ex: $30 but no jeans
Categorical formula
states get money only if they meet very specific requirements
