diving B89 at the A-30 who makes forcible contact to A98 with the crown of the helmet. The punt rolls
out of bounds at the B-25.
RULING: A, 1/10, B-45, Snap. Disqualify B89.
A98 loses his roughing or running-into protection by carrying the ball outside the tackle box (Rule 9-1-
16-a-4-b). However, even though the kicker is outside the tackle box, targeting with the crown of the
helmet is a personal foul against the kicker and the penalty will be enforced at the previous spot (Rule 9-
1-3 & 9-1-16-a PENALTY). B89 is disqualified.
4/15 @ A-30. Team A’s punt is blocked behind the neutral zone and while the ball is loose, B54 holds
A88 at the A-32. The ball never crosses the neutral zone during the play and B75 recovers the ball at the
A-25.
RULING: A, 1/10, A-40, Snap.
Postscrimmage Kick Enforcement (Rule 10-2-3) applies only when a scrimmage kick crosses the neutral
zone. The penalty for B54’s foul will be enforced from the previous spot since it occurred during the kick
(Rule 10-2-2-d-4-a). Team A retains possession after the penalty is enforced at the previous spot and
the penalty statement includes an automatic first down (Rule 9-3-4-d PENALTY).
4/15 @ A-30. A98’s punt crosses the neutral zone and B44 catches the kick at the B-25 and returns to
the B-40 where he is tackled. During the kick, B79 holds A55 one yard beyond the neutral zone.
RULING: B, 1/10, B-15, Snap.
Team B will keep possession of the ball. B79’s holding foul is governed by postscrimmage kick
enforcement (Rule 10-2-3). The 10-yard penalty is enforced at the end of the kick, which is the B-25.
4/15 @ A-30. A98’s punt crosses the neutral zone and B44 catches the kick at the B-25 and returns to
the B-40 where he fumbles and A88 recovers. During the kick, B79 holds A55 one yard beyond the
neutral zone.

B79’s holding foul is not governed by postscrimmage kick enforcement as A88 recovered the fumble and
Team B will not next put the ball in play (Rule 10-2-3). The penalty for B79’s foul would be enforced
from the previous spot since it occurred during the kick (Rule 10-2-2-d-4-a) leaving Team A with the ball
1/10 @ A-40. Team A will decline B79’s holding penalty and take the result of the play, giving them 1/10
@ B-40.
1/10 @ B-40. B44 intercepts the pass of A12 at the B-20 and turns back up-field on the return.
During the return, B21 approaches A88 at midfield from the blind side and blocks A88 with extended
hands. B44 returns the pass to the A-20.
RULING: B, 1/10, A-20, Snap.
B21 does not commit a foul for an illegal blind side block because he executes the blind side block with
extended hands (Rule 9-1-18 & AR 9-1-18 I).

forcible contact with his shoulder into the chest of A88. B44 returns the pass to the A-20.

blind side and blocks A88 by attacking with forcible contact (Rule 9-1-18). The penalty occurred after

g). The penalty occurred after the change of possession, so Team B can keep the ball and the 15-yard
penalty is enforced from the spot of the foul by B21, which is midfield (Rule 10-2-2-c-1 & AR 9-1-18 I).
B21 is disqualified.
3/10 @ B-30. Late in the 2nd quarter, receiver A80 controls A1’s deep pass at the B-2 and goes to the
ground in the end zone. The Side Judge rules TD (0:23). Replays show after gaining control A80’s left
knee hit the ground and the ball was at the B-1 (0:25) before he completed the catch in the end zone.
RULING: A, 1/Goal, B-1, reset clock to 0:25, Ready. Whether A80 caught the pass and the ball in
relation to the goal line are reviewable aspects of the play. A80 does complete the process of the
catch but is down by rule when his knee touches the ground after control is established. The clock is
reset since it is after the two-minute timeout and the line to gain was made. There is no runoff since
the clock stops when the line to gain is reached.
2/5 @ B-35. On the first play after the two-minute timeout, QBA1 is tackled at the B-40 and the ball
comes loose (1:55). B56 recovers and runs to the A-40 where he is tackled in bounds (1:48). The officials
rule fumble. Replays show A1’s right knee down before the ball came loose.
RULING: A, 3/10, B-40, reset clock to 1:55 and 10-second runoff rule applies. Either team can take a
remaining timeout to avoid the runoff. If the runoff applied, clock reset to 1:45 and starts on ready. If
TO taken, clock at 1:55 and starts on snap. Whether A1 was down or not is reviewable. Since this play
takes place after the two-minute timeout and A1 was down short of the line to gain the clock would
have continued to run so the runoff rule applies
