The game clock will be stopped and will be restarted on the Referee’s signal. The play clock will be set to
40 and will start within 1 second from when the ball is declared dead. The Referee will give the “T”
signal signifying substitution mechanics are in place and Team B will be given the opportunity to
substitute. When Team A players go out of bounds after the play between the twenty-yard lines on their
team area’s side of the field, the referee will initiate the “T” and work through the substitution
mechanics’ process (AR 3-5-2 IX).
3/4 @ B-30. Following the Two-Minute Timeout in the 4th quarter, ball carrier A22 runs and goes out
of bounds at the B-18. B88 commits a dead ball personal foul immediately after the ball is out of
bounds.
RULING: A, 1/Goal, B-9, Snap.
The penalty for any dead ball foul that occurs after a series ends and before the ball is ready for play
shall be completed before the line to gain is established (Rule 5-2-7-a). When the ball carrier is out of
bounds, the clock starts on the snap any time after the Two-Minute Timeout in either half (Rule 3-3-2-d2).
Free Kick @ A-35. Late in the game with the score tied, Team A lines up to free kick and Kicker A10
places the ball down at the right hash for an apparent onside kick. After the Referee’s ready-for-play
signal, A10 approaches the ball and then picks up the ball, runs to the left hash at the A-35, places the
ball down, and quickly kicks the ball.
RULING: A, Free Kick, A-30, Free Kick Rules.
By interpretation, once the ball position between the hash marks has been selected by Team A and after
the ready-for-play, the ball may be relocated only after a charged team timeout or before any re-kick.
This action results in a dead-ball foul and is a 5-yard penalty from the succeeding spot (AR 6-1-2 VIII).
1/10 @ A-25. With the game clock running, defender B70 is lined up with his right hand and helmet in
the neutral zone. As the play clock winds down, restricted lineman A77 reaches out and touches B70.
RULING: A, 1/15, A-20, Ready.
Dead ball foul, false start by A77. With this action, the defense is lined up in the neutral zone, and there
is no immediate reaction by the offense, and then the offense subsequently moves to touch or contact
the defender. This is a false start on the offense (Rule 7-1-2-b-3 & AR 7-1-2 VI).
2/10 @ B-30. After the Two-Minute Timeout in the second quarter, the ball is snapped over the head
of quarterback A12, who is in the shotgun formation. A12 recovers the ball and immediately throws it
forward into the ground to conserve time at the B-40. The clock reads 1:01 after the play.
RULING: A, 3/20, B-40, 10-Second Subtraction.
Illegal forward pass for intentional grounding; not a valid attempt to conserve time. The penalty is loss
of down at the spot of the foul (Rule 7-3-2-f). Because this play occurred after the Two-Minute Timeout,
this foul comes under the 10-second runoff rule (Rule 3-4-4-a). Reset the clock to 0:51 and the clock
starts on the Referee’s signal
1/10 @ A-30. Defender B21 is airborne near the sideline when he gains firm control of a legal
forward pass and lands with both feet inbounds at the A-45 and is down. When B21 jumped from the
sideline area, his left heel was out of bounds, and he jumped with a single process with the heel coming
off the ground just before the toes.
RULING: A. 2/10, A-30, Snap.
If the toe or heel is out of bounds when a player starts a continuous heel-toe or toe-heel process of
jumping, the player is out of bounds and has not re-established inbounds. Therefore, airborne B21 has
not re-established inbounds, and remains an out of bounds player until he touches the ground inbounds
without simultaneously being out of bounds. The pass is incomplete (AR 7-3-6 XVI).
2/10 @ B-30. After the Two-Minute Timeout in the second quarter, quarterback A10, who has not
been outside the tackle box, throws a desperation pass from the B-35 that falls incomplete after
ineligible A58 touches the ball in an attempt to catch it at the line of scrimmage. There were no eligible
receivers in the area. The clock reads 0:25 after the play.
RULING: A, 3/15, B-35, 10-Second Runoff.
A10 commits a foul for intentional grounding (Rule 7-3-2-g). There is no foul for illegal touching since the
pass is illegal. The penalty is loss of down at the spot of the pass. Because this play occurred after the
Two-Minute Timeout, this foul comes under the 10-second runoff rule (Rule 3-4-4). The clock is reset to
0:15 and starts on the Referee’s signal.

includes loss of down, the period is not extended at the option of the offended team which is Team B
(Rule 3-2-3-a-1).
1/10 @ B-40. QBA1 scrambles toward the sideline and attempts to throw the ball away out of
bounds. B3 who is standing near the sideline at the B-25 jumps and controls the pass while airborne
then comes down with his right foot in bounds before stepping out of bounds with his left foot while
maintaining control of the ball. The Side Judge rules the pass incomplete. Replays show B3 with his right
foot in bounds and his left heel touching the sideline before he steps back into the field of play with his
left foot then leaves both feet to attempt to catch the ball
RULING: B, 1/10, B-25, Snap. Whether B3 was in or out of bounds is reviewable. B3 is out of bounds
when his left foot is touching the sideline, but re-establishes back in bounds when he brings that foot
off the sideline and back down in the field of play. He does complete the catch, so the ruling is
overturned to an interception.
3/10 @ 50. Near the end of the first half Team A is out of timeouts. Receiver A80 catches a pass at
the B-38 and runs to the B-30 and time expires. Replays show A80’s right knee was down at the B-30
with 0:02 remaining on the game clock.
RULING: Half over. Whether there was time remaining on the game clock when the down ended is
reviewable, but since there is less than three seconds on the clock and Team A is out of timeouts by
rule the half is over. If there was three or more seconds remaining, replay would adjust the clock and
it would start on the ready for play. If Team A had a timeout remaining replay would adjust the clock
and charge the TO, clock on snap.
