2/10 @ B-40. QB A12 throws a long pass down the sideline intended for A88 that is incomplete at
the B-10. There was contact between B21 and A88 before the catchable pass arrived, but there was no
call by the crew on the field. As the officials are coming back into their pre-snap positions, the Team A
Offensive Coordinator shows the SJ the replay of the pass and player contact on the sideline utilizing the
team’s tablet.
RULING: A, 3/25, A-45, Snap. The action by the Team A Offensive Coordinator is an automatic Unsportsmanlike Conduct foul (Rule 1-
4-11-a, Exception 3). Penalize Team A 15-yards as a dead ball foul, and the Team A Offensive
Coordinator receives a UNS counter.
2/10 @ B-30. Late in the 2nd quarter, QB A12 throws a desperation pass that is caught by A88 in the
end zone for a Touchdown. The game clock expired during the play. The CJ has a flag down for 2
players on Team A with the unbranded green dot on the back middle line of the helmet indicating that
the helmets were equipped with Coach to Player communications.
RULING: A, 2/15, B-35, No clock - Extend the 2nd quarter.
If more than 1 green dot helmet is detected by the crew, the result is a live ball 5-yard equipment
violation penalty (Rule 1-4-11-b Exception). The 2nd quarter is extended for an untimed down since the
penalty is acccepted for a live ball foul on the last play of the 2nd quarter (Rule 3-2-3-a-1).
2/10 @ B-40. Late in the 2nd quarter, ball carrier A44 runs off right tackle, reverses field and is tackled
inbounds at the B-32. B55’s helmet came off during the play and the clock is stopped at 1:58. Play
clock?
RULING: A, 3/2, B-32, Snap. Referee stops the game for the Two-Minute Timeout. Play clock set to 25
seconds and B55 must leave the game for 1 play.
There is no option for a 10-second runoff as when the helmet came off we were not beyond the TwoMinute Timeout (Rule 3-3-10-b-2). The play clock is always set to 25 seconds following the Two-Minute
Timeout and unless Team B call a team timeout, B55 must leave the game for 1 play (Rule 3-3-10-a).
2/10 @ B-40. Following the Two-Minute Timeout in the 2nd quarter, ball carrier A44 runs off right
tackle, reverses field and is tackled inbounds at the B-32. B55’s helmet came off during the play and the
clock is stopped at 1:07. Play clock?
RULING: A, 3/2, B-32, 10-Second Runoff. Play clock set to 40 and B55 must leave the game for 1 play.
Since the helmet off is the only reason that the clock was stopped, a 10-Second Runoff applies. Team A
may decline the runoff and have the clock start on the snap. If they accept the runoff, the clock is reset
to 0:57, the play clock set to 40 seconds and both start on the Referee’s signal. Team B can call a team
timeout to keep B55 in the game and avoid the runoff (Rule 3-3-10-a & b).
1/10 @ A-25. QB A12 drops straight back to pass and cannot find a receiver open. A12 begins to
scramble, never leaves the tackle box and B54 grabs the inside back collar of A12’s jersey and abruptly
pulls him down at the A-23.
RULING: A, 1/10, A-40, Ready.
For player safety, horse-collar tackles that occur within the tackle box are now fouls (Rule 9-1-15). The
penalty is enforced 15-yards from the previous spot and carries an automatic 1st down.
1/10 @ A-40. Team A snaps from the left hash, opposite their team area. A81 is flanked out to the
left side of the formation and goes in motion back toward the ball. After the snap, A21 takes the handoff
and runs for 3-yards behind the left tackle. A81 never breaks stride and is inside the hash when the ball
is declared dead and continues toward the Team A team area simulating leaving the field. A81 sets near
the sideline for a “hide-out” pass. Team A does not substitute and just after the next snap, A12 throws a
TD pass to A81 who is running just inside the boundary.
RULING: A, 2/22, A-28, Snap.
Team A foul at the snap, unsportsmanlike conduct for unfair tactics: using the substitution process to
confuse opponents and can be a foul with or without a substitution. This is a live ball foul and is
penalized 15-yards from the previous spot and is a Team UNS (Rule 9-2-2-b). The clock starts on the
snap since the result of the play is a Touchdown (Rule 3-3-2-c).
3/10 @ B-15. A89 enters the game and lines up at the left Tight End. QB A12 fakes a handoff, rolls
out and spots A89 in the endzone and throws a pass that is complete in the endzone. The Team B coach
complains that there is no number 89 on the game day roster and A89 competed in previous weeks as
A79. A89 did not report to the Referee upon entering the game and Replay confirms over O2O that
there is no 89 on the game day roster. The UNS is a counter for A89, and if he receives a second UNS he
is ejected
RULING: A, 3/25, B-30, Snap.
Rule 1-4-2-d now also states that if a player enters the game with a number different than is on the
game day roster, that player must report to the Referee. A player who enters the game after changing
their number or with a different number than is on the game day roster and does not report to the
Referee commits a foul for unsportsmanlike conduct. The live ball foul for Unsportsmanlike Conduct
and is penalized 15-yards from the previous spot. The clock starts on the snap since the result of the
play is a Touchdown (Rule 3-3-2-c).
3/10 @ B-25. Late in the 2nd quarter and neither team has a timeout, A12 completes a pass to A88 at
the B-20 where he is downed. With the clock running down, Team A rushes their field goal unit onto the
field, and all Team A players are set in field goal formation and A90 kicks the ball for a successful field
goal. Time expires during the kick. After clearing the play with the crew on the field, both teams leave
the playing enclosure and replay gives the all clear as well. The Referee declares the half ended. During
the halftime intermission, the instant replay official looks back and determines that Team A had 12
players on the field at the snap. Team A is scheduled to kickoff for the 2nd half.
RULING: A, Free Kick, A-35, FK Rules.
At the end of the first half, after the teams have left the field and the Referee has cleared the final play
with the on-field crew and the instant replay official, and there is no coach challenge, the Referee will
declare the half ended. After the Referee has declared the first half ended, there can be no additional
replay reviews from the previous play (Rule 3-2-1-b). The only exception is for games in which Instant
Replay is not used, a halftime Targeting video review as outlined in the Penalty section of Rule 9-1-3 & 9-
1-4 may be completed).
3/10 @ 50. With 2:02 remaining in the 2nd quarter, receiver A80 catches a pass near the sideline and
runs to the B-17 where he is tackled in bounds (1:50). The officials spot the ball there. Replays show
after making the catch A80 stepped out of bounds at the B-30 (1:55).
RULING: A, 1/10, B-30, 1:50, Snap. Whether A80 stepped out of bounds is reviewable and the ball
should be spotted at the B-30 after review. There is no adjustment to the game clock since the play
began before the Two-Minute Timeout. Clock starts on the snap following the Two-Minute Timeout.
2/10 @ A-35. With 1:35 remaining in the 4th quarter the score is tied at 24 and both teams have two
timeouts remaining. QBA1 scrambles out of the pocket to the A-28 and as he is being tackled by B56
throws a pass out of bounds at the A-40 that is ruled incomplete (1:26). Replays show A1’s left knee
down before he released the ball. There was 1:31 on the game clock when the knee was down.
RULING: A 3/17 @ A-28, reset clock to 1:31 and run 10 seconds unless either team takes a timeout to
avoid the runoff. If no timeout is taken, then the clock goes to 1:21 and starts on Ready. If the timeout
is taken, clock at 1:31 and starts on Snap.
