Senate- Upper house- 2 representatives for each state.
Why did the Southern states want to could the slaves in their population total?
Southerners wanted as many representatives in the House as possible- could the slave population in representation.
How did the Northern states want to count the slaves in their population total?
Slaves should be counted only as property that could be taxed like any other property.
How did the states resolve the debate over representation for enslaved Americans?
The compromised was an agreement to count each person who was enslaved as three-fifths a person.
How did the states compromised over the issue of slave trade?
- Congress could not tax exports to other countries. 2. It could not interfere with the trade of enslaved people for 20 years.
- The fugitive slave clause required people who had escaped slaver to be returned to their enslavers even if captured in a state without slavery.
