What is PUWER
Provision and use of work equipment regulations
Statatory instrument used to prevent accidents arrising from mechanical failure, corrosion, fatigue inappropriate repairs , improper maintenance.
Its my reponsibility as chief officer or master to implement onboard.
As chief officer, how will you implement the Provisions and Use of Work Equipment Regulations (PUWER)?
Inspection of the work equipment
- by a competent person
- maximum interval between inspection is 5 years or manufacturers recommendation
Regular maintence
- By a competent person
- examination every year checking for cracks and distortion and corrosion. If there is suspicion that the equipment may not be working properly, it should be taken out of service.
- thorough and frequent greasing
- check condition of all the rope and chains for wear damage and corrosion
- renew shackles links and rings when appropriate
- check hollow structures for water inside.
- test controls stops, brakes, safety devices
Training
- Ensure only persons trained to use the equipment should use the equipment
- Instruction is given on the safe operation
- Always open up the code of safeworking practices and read through with trainee
Equipment is clearly marked with the safe working load
All work operations must be properly planned and appropriatly supervised
Construction repair and modification should be equivilent strength and compatible material
Records and service history should be kept of equipment including the dates of when and where it was bought into use
Survey and inspection can be at any time by an MCA surveyor
Enforcement is subject to statutory enforcement procedures
