What is LOLAR
It is a set of regulations passed into legislation as a result of many injuries to the crew during lifting operations. Injuries included being struck, crushed, caught in equipment and moving parts.
They put an obligation onto the employer to ensure all lifting gear fitted onto the vessel is appropriate for the intended purpose and is safe to use.
Tell me about LOLAR testing, inspection and certification
On receipt of the lifting gear, this should be inspected by a competent person, as chief officer I will inspect the gear and log it in the ships lifting gear register
As a chief officer I will ensure every lift is risk assessed, and within the risk assessment ant toolbox talk will be an instruction for the lifting equipment to be examined by a competent person pre use
Inspections when lifting gear is exposed to conditions to cause deterioration,
6 monthly for equipment used to lift a person
12 monthly for other lifting equipment
or inaccordance with manufacturers instruction.
My actions in the event of lifting gear defects:
Notify the DPA
Make a record of the inspection in writing
Condem the gear
If the deficiency poses imminent risk of personal injury, this needs reporting to the MCA
Lifting gear must be tested by a competent person after manufacture
after repair or modification effecting the SWL
every 5 years
after test the gear should be examined and certified by the person carrying out test.
Certificates should be issued within 28 days
carried onboard the ship, usually in the “Register of lifting appliances and loose gear”
How should you conduct a lifting operation
All equipment must be clearly marked with SWL
lifting equipment used for lifting personnel should be clearly marked.
Organisation
Properly planned, the plan addresses the risks identified by the risk assessement
The resources are identified
Responsibilities are identified and procedures put in place to manage identified risks.
