PTS concept (comm/private)
Title 14 of the CFR specifies the areas in which knowledge and skill shall be demonstrated by an applicant before the issuance of the rating sought
PTS book descriptions
Contains definitions of area of operations, tasks, reference, and notes. Also contains the reference list where information was obtained
Abbreviations (comm/private)
Contains abbreviations of common used terms. I.e. AGL, FAA, Mel, VFR
- Use of the PTS (private/commercial)
Designed to evaluate competency in both knowledge and skill of a private/commercial pilot
- Special emphasis areas (private/commercial)
- Positive aircraft control
- Positive exchange of flight controls
- Collision avoidance
- Wake turbulence avoidance

Private to commercial pre-requirements
- Posses private pilot cert
- Pass knowledge test in preceding 24 months
- Obtain applicable instruction and aeronautical experience
- Posses at least third class medical cert
- 18 years of age
- Endorsement from CFI for practical test certifying instruction given in past 60 days
- read write speak understand English
Aircraft requirements (private/commercial)
- Applicant must provide an airworthy and certified aircraft
- same category/class for cert or rating which applying for
- Have fully functional dual controls
- Capable of performing all areas of operation appropriate for rating sought
CFI responsibility (private/commercial)
- Training private/commercial pilot applicants to acceptable standards in all subject matter areas,procedures and maneuvers
- Exhibit a high level of knowledge, skill, and ability to impart that knowledge and skill to the student emphasizing the performance of effective visual scanning, collision avoidance and runway incursions avoidance procedures
Examiner responsibility
- Determining that the applicant meets the acceptable standards of knowledge and skill of each task within
- Tasks specified in the Area of operation within standards
- Demonstrate mastery of the aircraft with the successful outcome of each task
- Demonstrate satisfactory proficiency and competency within the standards
- Demonstrate sound judgment and ADM
- Demonstrate single pilot competence
Unsatisfactory performance
Applicant does not meet the standards of performance in:
- Any action or lack of action that requires intervention by the examiner to maintain safe flight
- Failure to use effective visual scanning techniques to clear the area before and during maneuvers
- consistently exceeding tolerances
- Failure to take prompt action when tolerances are exceeded
Letter of discontinuance
When applicant is discontinued for reasons other than unsatisfactory performance (I.e. Equip failure, weather or illness)
ADM and risk management
Examiner will use scenarios that incorporate as many tasks as possible to evaluate the applicants risk management in making safe aeronautical decisions
Single pilot resource management
Refers to the use of all resources such as:
- human resources (ATC)
- hardware (GPS)
- Information
Use of checklists
Use checklists if will not interfere with safe flight
Use of distractions during practical test
Realistic distractions can be used to determine applicants aircraft control technique when dividing attention inside and outside of aircraft
Positive exchange of flight controls
Before flight, brief on procedure for exchanging flight controls

Flight instructor practical test book description

Initial flight instructor certification

- does not need to be evaluated in all areas of operation

Use of PTS (CFI)
Describes how the examiner should use the PTS when evaluating a flight instructor practical test
PTS pre-requirements (CFI)
- 18 years old
- Read, write, speak, understand English
- Hold a commercial or ATP cert in aircraft
- Hold instrument rating CFII rating
- Pass knowledge test in preceding 24 months
- Have aeronautical experience and instruction for rating sought
- endorsement from CFI for practical test certifying instruction was given in past 60 days
Aircraft and equipment CFI
- Applicant must provide an airworthy and certified aircraft
- Have fully functional dual controls
- Capable of performing all tasks appropriate for rating sought
Use of simulators and flight training
Must be approved in the PTS
- may be used to evaluate instructional ability during task not involving a maneuver
CFI responsibilities
- Training flight instructor applicants to acceptable standards in all subject matter areas, procedures, and maneuvers included in the tasks within each area of operation
- Exhibit a high level of knowledge, skill, and the ability to impart that knowledge to the student
- Emphasizing the performance of effective visual scanning, collision avoidance and runway incursion avoidance procedures

- FOI’s

- Flight instructor responsibilities concerning pilot certification, logbook entries, and endorsements
- Demonstrate the procedures and maneuvers at a commercial pilot level while giving effective instruction
- Competence in teaching procedures and maneuvers
- Competence in describing, recognizing, analyzing, and correcting common errors
- Knowledge of the development and effective use of course training, a syllabus, and a lesson plan
Unsatisfactory performance CFI
- Failure to perform at commercial level while providing effective instruction
- Failure to provide instructional explanation while demonstrating a maneuver
- Any action or lack of action that requires intervention by the examiner to maintain safe flight
- failure to use effective visual scanning techniques to clear area before and during maneuver

When practical test is discontinued for reasons other than unsatisfactory performance
PTS (general)
The flight standards service of the FAA has developed this practical test book as the standard that shall be used by FAA inspectors and designated pilot examiners when conducting private pilot rotorcraft practical tests. Flight instructors are expected to use this book when preparing applicants for practical tests. Applicants should be familiar with this book and refer to these standards during their training
