What is the purpose of an endorsement?

A

To show that the license or certificate has not been issued in accordance with, or the holder doesn’t fully meet, all the requirements for the normal issue of the license or certificate. The endorsements states the details of the requirement deficiency or limitation. It renders the license or certificate valid only in the state of issue unless permission is given from a different state to operate using the endorsed license or certificate in the territory of that different state
