- Proposed by Barere (CPS)
- Ordered all frenchmen without immediate dependents to give military service
- Married men to forge weapons

Improved progress of the war
A
- Professional training centre for 800 students was set up
- By 1794 France had over 1 million men in arms and 14 armies
- Decision to replace aristocratic generals with new younger commander (17 executed)

Aug : rebels invite the British to Toulon
Sept : French are defeated
Dec : French defeat the Verdeean rebels and the Austrians

- expulsion of the girondin meant the moderate faction in the convention collapsed
- Robespierre could dominate
- CPS dominated the CGS and the safeguards written in to the constitution had limited effects ie dominant members arose
- In reality the CPS governed

- July 1793 : Marat was murdered by a girondin and increased their demands for all suspects to be arrested

- 5th Sept 1793
- Demanded lower bread prices and higher wages
- Convention had no choice but to agree
- Allowed 2 popular activists to join the CPS
- Final straw for the emergence of the terror

- Sept : Paramilitary forces created (SC), Law of suspects was passed (relationships, words and conduct) and the New law of General Maximum (Maximum prices for bread etc)
