-believes in reducing reoffending rates by supervising effectively and rehabilitating those who have been released from prison

strengths
-more successful in privatising services in maintaining social control with half the rate of reoffending compared to prison
weaknesses
-national shortage of probation officers and high work loads lead to professional standards being compromised
-failed to provide adequate protection to victims when domestic abusers returned to the community, defeating the objective of probation officers
