Q

weaknesses

A

-voluntary groups are not usually a large size of people
-a lot of charities focus on the victims of crimes and not the offenders, which can be helpful to prevent reoffending. this means the media would demonise particular offenders meaning it is hard to support them
-government will only fund charities if it is in line with their political ideologies
