strengths
-attempt to promote rehabilitation so prisoners live a crime free life
-social control is maintained whilst inmates are physically in prison, getting basic needs and support
weaknesses
-social control is harder due to budget cuts and staff shortages 2010-1018, prison officers fell by 15%. 1/3 of prison officers had less than 2 years of experience
-prison population has almost doubled from 43000 to 83000in 2019 leading to overcrowding which leads to bad behaviour
-many prisoners serve short sentences meaning they cannot comprehend their complex needs and rehabilitate properly
