Explain the Graduated Response Model - Victim Focus

Bronze Level

  1. Victim - MRR FUDG ASS
  2. Offender - Ensure x1 Consider x3 (Consider PIO)

VICTIM
MAKE - Make Victim Support referral if Appropriate
REFER - Refer to other relevant agencies if appropriate
RECEIVE - In an ongoing case, ask how they’d like to receive communication (e.g. email, phone call, letter) and how often.
FOLLOW - Follow Police policy for crime type (e.g. FV policy and procedures /complete POL 1310)
UNDISCLOSED - Ask the victim if they have any undisclosed offences
DISCUSS - Discuss crime prevention
GATHER - Gather information
AREA - Consider area enquiries in ‘cocoon’ area and provide crime prevention advice
SUPPORT- Depending on circumstances, ask if they’d like a support person
SEND - Send information letter with prevention advice if appropriate

OFFENDER (Ensure x1 and Consider x3 PIO)

  • Ensure Police policy for the crime type is followed
  • Consider PREVENTION opportunities.
  • Consider INTELLIGENCE
  • Consider bail conditions/OPPOSITION to bail

  1. Victim - RFFR
  2. Offender - PAF

VICTIM (Bronze response and…….RFFR)

REFERRAL - Referral to relevant partner agency if appropriate, e.g. Strengthening Families, Neighbourhood Support etc
FACE - Face to face crime prevention visit with victim
FOLLOW UP- Follow-up phone call subsequent to crime prevention visit
REFERRAL - Referral to Tasking and Co-ordination if required.

PREVENTION · Prevention visit by officer to discuss consequences of actions
ADVISE · If offender and victim know each other, ADVISE of support services that best address needs of both parties

TARGET · Target hardening (consider personal alarms and additional security)
REFERRAL - Referral to Tasking and Co-ordination.
INCREASE · Increase directed patrols in victim’s neighbourhood
PRIVACY - Consider obtaining privacy waiver consent

GREEN

AMBER

  • Repeat Victimisations
  • A single serious Victimisation

RED

  • Serious Victimisations

They only appear if the person has been victimised in the past 12 months

What are the steps followed in cases involving victims?

  1. Find out if been a victim before
  2. Apply the GRM (graduated Response Model - given prevention advice to all victims
  3. Get accurate victim details
  4. Enter into NIA before charge entry
  5. Follow Case Management Principles - record all contacts
  6. Comply with the Victims Rights Act 2002
  7. Use tasking processes to assign prevention tasks for victims and oversee high risk victims through Area and District Tasking and Coordination meetings. Use an inter agency forum for high risk victims where appropriate.
  8. Create and Manage case plans for victims
