Roles and and Responsibilities of Handler/Co-Handler (11)

EXAMINE motivation of potential CHIS as part of the assessment of risks during recruitment
CONSULT with Supervisor or Controller prior to use or tasking of a CHIS who’s relationship has been established without an initial cultivation or recruitment process
ENSURE they are managed and registered in accordance with policy
COMPLY with conditions of contact as imposed by the Controller and/or
REGISTER within 5 days unless approved otherwise by
CONDUCT authorised recruitment processes of potential
CONSIDER the welfare of the YP in accordance with the CYFS act
REQUEST reimbursement of ancillary expenses, using the HSM 7 - Request for Reward form
MEET with the Supervisor and Controller to complete a risk assessment and HSM 1 - Registration form at the time of registration and reassess for any risk throughout the relationship
ENSURE the Supervisor and Controller are aware of any concerns about the personal circumstances of the CHIS
REGULARLY assess the associated risks, quality and reliability of information being provided in consultation with the CHIS Supervisor

COMPLETE HSMU - Info reports after every CHIS contact and return to OC HSMU
ALLOCATE sufficient time for profiling meetings
SECURELY handle CHIS documents
CONTROL strictly the ID, anonymity and security of the CHIS
UPDATE CHIS profiles after meetings and when requested by OC HSMU
SUBMIT a HSM4 - Contact Report for CHIS contact and especially where concerns that might impact the CHIS risk assessment
TAKE time to ensure CHIS understands not protected from prosecution for ANY unlawful act
ADVISE CHIS supervisor/Controller before planned meetings
REGULARLY review procedures
DEVELOP initial CHIS profile and update continually with new information
COMPLY with conditions of contact as imposed by
CONTROLLER and/or OC HSMU
ASSESS CHIS regularly, their risks, quality and reliability, consultation CHIS Supervisor
MAINTAIN Files to preserve the confidentiality of the CHIS and the info given
PROFILES of CHIS to be complete and comprehensive

MANAGE - To avoid exposure carefully plan for and MANAGE the impact that large sums of money may have on the CHIS.
AVOID creating expectations on the part of the CHIS in relation to the level reward
PAID - Ensure rewards are PAID as per policy and the receipt forwarded to OC HSMU
SUBMIT applications for rewards and ancillary expenses
What is a Handler or Co-Handler?
- Police Constable who has COMPLETED LEVEL 1 training in CHIS Handling
- A co-handler ASSISTS the primary handler or ASSUMES the Handler role and responsibilities when required.

There are various circumstances in which CHISCHIS recruitment may take place including:
· a potential CHISCHIS approaches law enforcement agencies and offers information, for whatever motive · a potential CHISCHIS is a prisoner or offender with a need for assistance that the criminal justice system can provide · a potential CHISCHIS is a victim of crime · a potential CHISCHIS has been targeted for cultivation or recruitment by Police and a plan executed to secure the recruitment
