Pharmacists Registration Act
Constitution of SPC
- 11 members (
- 9 registered pharmacists,
- 2 ex-officials, in SPC due to the nature of their job (1 Chief Pharmacist of MOH and 1 NUS Pharmacy Head)
- If NUS Pharmacy Head is not a registered pharmacist, he/she can appoint a registered pharmacist to sit in the board for him/her
- Quorum of 5 members
Term period for the 9 registered pharmacists in SPC
3 year term, eligible for reappointment by the minister
Term period for Chief Pharmacist of MOH
For as long as he/she holds the position
Term period for NUS Pharmacy Head
For as long as he/she holds the position
What are the requirement to be eligible for SPC?
- Singaporean/PR
- No undischarged bankrupt
- Not convicted for fraud, dishonesty or moral turpitude
- Mentally and physically fit for practice (total)
Function of the SPC
- Registration administration
- Registration qualification and requirements
- Local pharmacy degree education recommendation
- Registered pharmacists’ training and education (to obtain CPE)
- Conduct and ethics of registered pharmacists
- Issue of Certificate of Registration (normal & specialist) and Practising Certificate (normal or specialist)
Which certificate require renewal every 2 years
Practising Certificate (PC) with required CPE points. Certificate of Registration DO NOT need renewal, it is a lifelong certificate.
Types of pharmacy registration
- Fully registration pharmacist (local grads)
- Conditional registration pharmacist (foreign grads)
- Temporary registration
- Specialist registration (7 specialties)
Requirements for fully registered pharmacist for local grads
- Singapore Singapore degree
- Not less than 12 months experience, at least 9 months under the supervision of a registered pharmacist and at SPC approved sites
- Good reputation and character
- Physically and mentally fit
Requirements for conditionally registered pharmacist for foreign grads
- Prescribed pharmacy qualification in accepted list of universities
- Need to be registered and hold valid practising license at their own country
- Not less than 12 months practical experience in SPC approved sites, at least 3 months in Singapore
- Possible prescribed examinations (eg pharm law, practice of pharm)
- Selected for employment as pharmacist in SPC approved training sites
- Good reputation and character
- Physically and mentally fit
What if a conditionally registered pharmacist wants to convert to a fully registered pharmacist?
- At certified training centres for full duration of conditional registration
- Subject to supervisory framework by pharmacist with at least 3 years of of working experience
- Supervisory report to be submitted every 6 months to SPC
- Although they are conditionally registered, they may still be the pharmacist-in-charge of a pharmacy
- 1-2 years
Eligibility to be a temporarily registered pharmacist
- Temporary resident
- Have special value to Singapore
- Possess other qualifications deemed adequate for registration
- May be required to sit and pass examinations by SPC
- Registration valid for 2 years, but may be extended to at most 12 months at SPC discretion
Details kept by SPC for registration administration
- Name, residential address and practising address
- Date of registration
- Qualification for registration and date qualification obtained
If any changes to the above, have to inform SPC within 28 days
What does SPC issue?
- Certificate of Registration (lifelong)
- Practising Certificate
SPC is also responsible for issuing the above certificate for specialist
Function of President of SPC
- appointed by minister
- eligible for reappointment after 3 years by minister
- preside meetings
- casting votes during equality votes
