growing population, alongside bad harvests led to food shortages and food prices rising

because of fear of rebellion, henry 8th made it so rich people were unable to have armies
therefore soldiers were put out of work

due to rise is population, demand for houses increased
landlords unfairly raised house prices (rack renting )

poor who deserved help
wanted to work but could not find jobs
sick, orphans, elderly
what were the undeserving poor?
beggars, criminals, people who refused to work and vagabonds
people who did not deserve help
how and why did attitudes towards the poor change?
people realised able-bodied people struggled to find work
rich people set up charities
archbishop whitgift set up almshouses in croydon which provided food and shelter for poor people
