    This is significant as it highlights the Senate’s control over the executive
  3. Declare acts unconstitutional - e.g., Obama having his DACCA executive order blocked
    This is significant because it checks the power of the president’s use of executive orders

3 Roles performed by Congress Committees

A
  1. House Rules Committee- dictate the rules of debates, e.g., 56% of debates were under closed rules
  2. Conference Committees - help pass a bill when both houses have different versions of a bill
    –> Decreased use due to party polarization
  3. Standing Committees - Conduct the committee stages and investigations of bills, E.g., Finance Standing Committee (filled with policy experts)
