Weakness - what are thr cultural, social, political, military, issues that are challenging progress
Opportunities- what exists that the country can use to its advantage
Threats - what will lead to chaos if left unchecked
PMESII
Political - distribution of responsibility or power at all levels of government
Military - capabilities of military or paramilitary
Economic - individual or group behaviors related to producing, distribution, consumption, or resources
Social - cultural, religious, values, customs, and ethnic makeup of society
Information- nature, scope, characteristics of an individual or organizations collection, processing, and disseminating information
Infrastructure- basic facilities, services, installations, needed for the society

Doctrine - tactics and procedures of military operations & employment of resources
Organization- command structure and relationships aming military units
Training- preparation of soldiers, units, commanders, and staff to execute operations.
Materiel- military equipment, end items, spares and consumables
Leadership and Education- the preparation of commanders and senior leaders to lead, train, and organize their units
Personnel- availability of qualified persons for specific missions
Facilities- real property and facilities for military production, maintenance, and storage
Policy- issues that may affect implementation in the other 7 areas
Logic Framework
Maps goals and SMART objectives to the activities necessary to achieve desired changes.

OPUDATA
Objective- clear about what is being measured.
Practical- timely, current, and cost-effective
Useful- useful for management decision making
Direct- clearly represents intended results, is at the right level, notes assumption
Attributable- plausibly associated with the relevant initiative
Timely- indicator data is attainable when needed for decisions
Adequate - taken as a group, sufficient to measure the desired end state; all major aspects measured
PMP Criteria
Accessibility- the extent to which data is available for the USG to collect and use.
Criticality- whether the indicator is necessary to the coherence of the monitoring plan.
Feasibility- whether USG has the ability capacity will collect the relevant data
Reliability- The extent of data accuracy, dependability, repeatability
Sustainability- the regularity with which data is available.
Performance Management Plan
plan to manage the process of monitoring and evaluating and analyzing progress toward achieving results over the life of a program.
Performance Monitoring Plan
provides details of how and where we will obtain the data for each indicator and most importantly how to use that data
Indicator
a specific piece of information that infers the condition, state, or existence of something and provides a reliable means to ascertain performance or effectiveness.

Measure of Effectiveness- An indicator used to measure a current system state, with change indicated by comparing multiple observations over time.

Measure of Performance- an indicator used to measure a friendly action that is tied to measuring task accomplishment.

SSCI Objective
Significant Security Cooperation Initiative - refers to a SMART objective, consistent with the NDS, framed as a desired partner role that investments in the PN capacity / capability are likely to impact the threat the initiative addresses.
The scope of an SSCI should be limited to a manageable 5-year plan for all activities addressing all security sector organizations that will receive assistance
Objective
is a statement of a desired result that meets the SMART criteria
Output
refers to the direct, tangible results of initiatives. A deliverable or product, good, or service directly resulting from a SC Activity or initiative
Outcome
refers to the results achieved by an initiative. (behavior/condition)
Short-term: Immediate effects of the initiative often focused on knowledge / attitude
Intermediate: intermediate effects on behavior, normative, or policy change
Long-term: long term, cumulative effects of interventions over time on what they ultimately aim to change
