Committee of the whole
An informal procedure used by a legislative body to expedite business by resolving the official body into a committee for the consideration of bills and other matters
Caucuses
A meeting of party members in one of the houses of a legislative body for the purpose of making decisions on selections of party leaders and on legislative business
Con current resolution
Special measure passed by one house of Congress with the other concurring, but not requiring the presidents signature
Congressional budget office
Agency of Congress established by the Congressional budget act of 1974, which also created a procedure by which Congress considers and ask upon the annual budget presented by the President.

Codes of conduct intended to govern the activities of House and Senate members

Gag rule

Gerrymandering
Drawing of legislative district boundary lines to obtain partisan or factional advantage.
Gerrymandering is engaged in bipartisan majorities in state legislatures when they are drawing up congressional and state legislative districts.
The objective is to game partisan electoral vantage by spreading support for one’s own party over many districts and concentrating support for the other party in a few districts.
Legislative veto
Rejection of an action of the executive or of an administrative agency by the Legislature without the consent of the chief executive
Pigeonhole
To kill a bill in committee by putting it aside and not reporting it out for consideration by the chamber
Private bill
Bill introduced into a legislative body that deals with the specific matters and individuals rather than with general legislative affairs.
Main categories:
• Immigration and naturalization bills applying to specific individuals
• Claim bills not subject to administrative resolution
• Land bills assigning title to individuals
If enacted, they become private law and apply only to specific individuals named in the act
