What does the methodology used recognise?
The ICZM management cycle can be broken down into a series of discrete ranked actions. These actions use a straight forward method to pass from a situ where there is no ICZM to one which is being fully implemented, by being grouped into a series of 5 discrete ordered and continuous phases. There are 26 actions in total. Then criteria are used to form comparisons.
What does the EU ICZM Recommendation state?
That ICZM is a prerequisite for a more sustainable coast. This hypothesis will be tested with the indicators used in the study, alongside indicators for sustainable development.
What do Pickaver et al 2004 say about thr Recommendation.
This Recommendation, although not legally binding, has now been adopted by all member states for implementation. This means that all EU (and acceding) countries are committed to ensuring that the content will be executed. It reiterates the need for a strategic approach to the management of the coastal zone which is underpinned by a number of important principles such as the eco-system approach, the precautionary principle and adaptive management.
Member states are further obliged to undertake a national stocktaking which must analyse which major actors, laws and institutions influence the management of their national coastal zone. They must also, based upon the results of the stocktaking, develop a national strategy for the implementation of ICZM. Such a strategy must include i.a. adequate systems for collecting and providing information in appropriate and compatible formats to decision makers at national, regional and local levels to facilitate integrated management.
What do Pickaver et al 2004 recommend at the end of the paper?
Two indicator sets need to be used - one measuring progress on implementing ICZM and one measuring sustainable development of the coastal zone are linked and should be seen as part of the ICZM cycles. Using them together can give an indication of sustainability of the coast.
