Yehoshua was the student of Moshe. Moshe promised that if Bnei Yisrael would worship idols, then there would be no rain. Achav claimed that if the teacher’s curse was not fulfilled, then how could the student’s curse be fulfilled?
Why did Hashem continue to bring rain even though the land was filled with idols?
Because Hashem treats Bnei Yisrael with mercy and is not in a hurry to punish them.

“As Hashem, the God of Israel, whom I serve, lives, if there will be during these years dew or rain except according to my word.”

Because Achav wanted to kill him.
