CAR
Civil Aviation Regulations
The Civil Aviation Regulations (CAR) provide the regulatory requirements dealing with aviation safety related to:
Aircraft operations,
Airworthiness, and
Personnel licensing.
PCAR
Philippine Civil Aviation Regulations
contain the basic ground rules of Civil
Aviation which are approved by the ICAO Council.
ICAO Annexes
are obliged to meet the ICAO Annexes
minimum standards – may be higher but may not be lower than
it.
All ICAO Member States
The Philippine Civil Aviation Regulations are firmly based on
ICAO Annexes – the Standards and Recommended Practices (SARPs)
provide the regulatory requirements dealing with aviation safety related to aircraft operations, airworthiness and personnel licensing; and are presented in Parts.
Civil Aviation Regulations (CAR)
that accompany each part provide detailed requirements that support the intent of a regulation presented in a Part, but gain the force and effect of the governing regulations only if specifically referred to in the governing regulation.
Implementing Standards
are used in these Regulations to allow the
flexibility to incorporate new practices or procedures as they become
available without the procedures required for promulgation of legally
binding regulations.

definitions applicable to more than one Part,
and the rules governing the administration of
licenses and certifications.
Part 1 General Policies, Procedures and
Definitions,
All of the definitions of ICAO Annexes 1
through 16 Volume 2 and ICAO Annex 18 are
listed in _____ of these

procedure, or policy and has neither objected to nor approved its
proposed use or implementation
Acceptable .
means the Authority has issued written policy or
methodology which imposes either a mandatory requirement; if the
written policy or methodology states “shall.” or a discretionary
requirement if the written policy or methodology states “may.“
Prescribed
indicate a recommended practice.
Should
means Republic Act No. 9497, otherwise
known as Civil Aviation Authority Act of 2008.
Civil Aviation Act
CAR Part 1 regulations shall apply to all persons operating or maintaining the following (1/3)
Republic of the Philippines registered aircraft;
CAR Part 1 regulations shall apply to all persons operating or maintaining the following (2/3)
Aircraft registered in another Contracting State that are operated by a
person licensed by Republic of the Philippines, and must be
maintained in accordance with the standards of the aircraft State of
Registry, wherever that maintenance is performed;
CAR Part 1 regulations shall apply to all persons operating or maintaining the following (3/3)
Aircraft of other Contracting States operating in Republic of the
Philippines.
CAR Part 1 Those regulations addressing persons certificated under any Part of
these regulations apply also to any person
who engages in an operation
governed by any Part of these regulations without the appropriate
certificate, license, operations specification, or similar document required
as part of the certification.
CAR Part 1 Regulations addressing general matters establish minimum standards
for all aircraft operated in Republic of the Philippines. Specific standards
applicable to the holder of a certificate shall apply
if they conflict with a
more general regulation.
CAR Part 1 Foreign air operators, who conduct commercial air transport into, from or
within the Republic of the Philippines, shall be governed by the
provisions of the _____. Regulations that address AOC holders apply
only to operators certificated by the Republic of the Philippines.

Each person who holds an airman or crew member license,
medical certificate, or authorization required by these regulations
shall present it for inspection upon a request from: the Authority;
or any national or local law enforcement officer.

CAAP Issued Ratings
Ratings placed on a pilot license when an applicant
satisfactorily accomplishes the requirements:
1) Category ratings

CAAP Issued Ratings
Ratings placed on a flight engineer’s license when an
applicant satisfactorily accomplishes the requirements:
1) Type rating
2) Instructor rating

Ratings placed on an air traffic controller license when an
applicant satisfactorily accomplishes the requirements:
1) Aerodrome control rating;
2) Approach control procedural rating;
3) Approach control surveillance rating;

when an applicant satisfactorily accomplishes the

satisfactorily accomplishes the requirements:
Student pilot Authorization (Note: a license or certificate can be issued)
2) Examiner Authorization
The following Authorizations are placed on a license when an
applicant satisfactorily accomplishes the requirements:
Category II pilot Authorization
Category III pilot Authorization
Inspection Authorization
The following certificates are issued when an applicant
satisfactorily accomplishes the requirements:
Medical certificate Class 1 for CPL, ATPL, Flight engineer and Flight navigator license
Medical certificate of Class 2 for PPL, Glider, Free balloon pilot
Medical certificate Class 3 for Air traffic controller and ATSEP license
Validation certificates
The privileges granted by a license, or by related ratings, may
not be exercised unless the holder maintains competency and
meets the requirements for recent experience of this Part.
Maintenance of competency and recent experience
requirements for pilot licenses and ratings shall be base on a
systematic approach to accident prevention and should include
a risk assessment process and analysis.
2) Maintenance of competency shall be indicated in the airman’s
personal license or record (e.g. logbook).
The privileges granted by a license, or by related ratings, may
not be exercised unless the holder maintains competency and
meets the requirements for recent experience of this Part.
The maintenance of competency of flight crew members, engaged
in commercial air transport operations, may be satisfactorily
established by demonstration of skill during proficiency flight
checks completed.
c) The validity period of a license varies by the type of license. The
date of validity of a license shall be endorsed on each license, so
as to be easily identified by an inspecting authority.
d) The validity period of the ratings, Authorizations and medical
certificates and the renewal/re-issue conditions are indicated in the
relevant Subparts of Part 2.
e) Renewal of a license will take place within the validity period after
initial issue of a rating, provided the ratings related to the license
and the medical certificate are valid.

CAR Part 4
No person may operate a civil aircraft that is eligible for
registration under the laws of the Republic of the Philippines
unless it has been registered by its owner/operator under the
provisions of the laws of the Republic of the Philippines and the
Authority has issued a Certificate of Aircraft Registration for that
aircraft which shall be carried aboard that aircraft for all
operations.
