Consist of general rules in airmen personnel licensing.
Annex 1 – Personnel Licensing (PEL)
Consist of the general rules for visual flight rules and instrument
flight rules and apply without exception over the high seas and
over national territories to the extent that they do not conflict with
the rules of the State being over flown.
Annex 2 – Rules of the Air
This Annex compromises the Standards, Recommended Practices
and certain guidance material governing the provision of
meteorological services to international air navigation.

Annex 3 – Meteorology (MET)
The Standards and Recommended Practices applicable to
Aeronautical Charts. Contains general specifications – Aerodrome
Obstruction Chart, Terminal Area Chart, Instrument Approach Chart,
Visual Approach and Landing Charts, etc.
Annex 4 – Aeronautical
This Annex compromises the Standards and Recommended
Practices for dimensional units to be used in air and ground
operations. The Annex deals with the standard application of units of
measurement and termination of the use of non-SI units.
Attachments to the Annex contain material describing the
development of the International System of units (SI) and guidance
on the application of the SI, conversion factors, Coordinated
Universal Time (UTC), and presentation of date and time in all-
numeric form.
Annex 5 – Units of Measurement
The essence of Annex 6 is the operation of aircraft engaged in international
air transport must be standardized as possible to ensure the highest levels
of safety and efficiency.

Annex 6 – Operation of Aircraft
This Annex contains standards adopted by ICAO as the minimum
standards for the display of marks to indicate appropriate nationality
and registration marks which have been determined to comply with
Article 20 of the Convention. The provisions in the Annex provide
definitions, location and measurements of nationality and registration
mark as well as the standard form for the certificate of registration.
Annex 7 – Aircraft Nationality and Registration Marks
This Annex contains Standards for the General Airworthiness
procedures, minimum airworthiness characteristics of aeroplanes
over 5,700 kg., and aeroplanes over 750 kg but not exceeding 5,700
kg.
Annex 8 – Airworthiness of Aircraft (AW)
Contains Standards and Recommended Practices, and related
definitions and appendices concerning the facilitation of international
air transport.
Annex 9 – Facilitation
The five volumes of this documents contain Standard and
Recommended Practices (SARPs), Procedures for Air Navigation
Services (PANS) and guidance material on aeronautical
communication, navigation and surveillance systems.

Volume II – Communication Procedures including those with PANS status
Volume III – Communication System
Volume IV – Surveillance and Collision Avoidance System
Volume V – Aeronautical Radio Frequency Spectrum Utilization
Annex 10 – Aeronautical Telecommunications
Defines air traffic services and specifies the worldwide Standards
and Recommended Practices applicable in the provision of these
services.
Annex 11 – Air Traffic Service (ATS)
This Annex sets forth the provisions applicable to the
establishments, maintenance and operation of search and rescue
services by Contracting States in their own territories and over
the high seas. Annex 12 is complemented by the three-volume
International Aeronautical and Maritime Search and Rescue
Manual (Doc 9731) which provides guidelines for a common
aviation and maritime approach to organization and provision of
search and rescue services.
Annex 12 – Search and Rescue (SAR)
Contains the international Standards and Recommended
Practices for aircraft accident and incident investigation.
Annex 13 – Aircraft Accident & Incident Investigation
Volume 1 – Aerodrome Design and Operations. Standards and
Recommended practices that prescribe the physical
characteristics, obstacles limitation surfaces and visual aids to
be provided at aerodromes, as well as certain facilities and
technical services normally provided at an aerodrome.
Volume II – Heliports. Standards and Recommended Practices
covering aspects of heliport planning, design and operations.
Annex 14 – Aerodromes
The Standards and Recommended Practices applicable to
Aeronautical Information Services like AIP specifications for
Aeronautical information circulars and NOTAM code and
establishment of a worldwide application of location indicators.
Annex 15 – Aeronautical Information Service
Volume 1 – Aircraft Noise
- Contains Standards and Recommended Practices and
guidelines for noise certification applicable in the clarification of
aircraft, details on the balance approach to noise reduction.
Volume II – Aircraft Engine Emissions
- Contains SARP’s relating to vented fuel relating to emissions
certification which are applicable to the classes of aircraft
engines fitted to aircraft engaged in intended civil aviation.
Annex 16 – Environmental Protection
A comprehensive document for the implementation of security
measures in civil aviation. An Attachments thereto are extracts
from other Annexes, Technical Instructions for the Safe Transport
of Dangerous Goods by Air, and Procedures for Air Navigation
Services, bearing on the subject of action to be taken by States
to prevent unlawful interference with civil aviation, or when such
interference has been committed.
Annex 17 – Aviation Security (AVSEC)
This Annex contains the broad principles governing the
international transport of dangerous goods by air. To assist in
achieving compatibility with other modes of transport, the
provision of this Annex are based on material developed by the
United Nations and the International Atomic Energy Agency.
Annex 18 – Safe Transport of Dangerous Goods by Air
Contains overarching provisions applicable to safety
management functions related to, or in direct support of, the safe
operation of aircraft and highlights the importance of safety
management at the State level across multiple aviation domains.
