A responsibility towards those lower down in society. A sense of authority, but “fatherly” authority, which knows what is best but works to provide what is necessary.

paternalism protects the interests of those lower in hierarchy

it is quite aristocratic and keeps divides in society. It does put them in a better position than they were in before, but it defines their interests according to the views of those higher up.
What are traditional conservatives views on paternalism?
they believed in the concept of noblesse oblige – the ‘natural aristocracy’ should look after others.
what do neoliberals believe about paternalism?
neoliberals worry about a ‘dependency culture’ developing whereby people become too reliant on external support. “Heaven helps those who help themselves” might be a more popular concept with the Liberal New Right.
