What is the Scriptural definition of shepherding?

Acts 20:28-31
Paul gives instructions to the Ephesian Elders to feed, lead, and protect the flock.
I Peter 5:1-4
So I exhort the elders among you, as a fellow elder and a witness of the sufferings of Christ, as well as a partaker in the glory that is going to be revealed: shepherd the flock of God that is among you, exercising oversight, not under compulsion, but willingly, as God would have you; not for shameful gain, but eagerly; not domineering over those in your charge, but being examples to the flock. And when the chief Shepherd appears, you will receive the unfading crown of glory. Likewise, you who are younger, be subject to the elders. Clothe yourselves, all of you, with humility toward one another, for “God opposes the proud but gives grace to the humble.”
What is the Scriptural basis for the concept of “constituted authority” as understood in the CMA?

We are commanded to obey our leaders and submit to their authority.
Local churches in the CMA WILLFULLY submit to the VESTED governing authority of each District, the DS, and ultimately to the General Council.
Hebrews 13:17
Obey your leaders and submit to them, for they are keeping watch over your souls, as those who will have to give an account. Let them do this with joy and not with groaning, for that would be of no advantage to you.
What does it mean to serve under the leadership of the District Superintendent?
To recognize his authority over the local churches in his district. The district issues and holds the licensing, ordination, and consecration of official workers in the CMA.
If you should become personally involved in doctrines contrary to the Statement of Faith of the CMA, what would you do?
Seek clarification and harmony.
If you can’t reach clarification and harmony, as a matter of personal integrity, the official worker should surrender his credentials.
What is your attitude about your personal convictions that may conflict with the church you serve?
Personal convictions must be subservient to the governing authority of the church.
What does Scripture mean when it says to “avoid all appearances of evil”?
What practical steps do you take to heed this admonition?
I Thessalonians 5:21-22
but test everything; hold fast what is good. Abstain from every form of evil.
Don’t say or do anything that could be viewed as immoral or unethical.
