The budget starts with revenue estimate by the governor - governor asks his departments (EX: public health, universities, etc.) how much money they will need

Governor creates the budget

- REMEMBER: it is a budget bill
- Budget needs to be balanced between the revenue and department requests

Budget bill is drafted
Step 4
Budget bill introduced (ALWAYS starts in the House of Reps)
- Floor leader introduces budget bill on behalf of the governor
Step 5
Budget bill is assigned to a committee
- ALWAYS goes to the Committee of Appropriation
Step 6
Budget bill assigned to sub-committee of the committee of appropriation - subcommittee votes to move it forward or not
- Interest group influence can happen here
Step 7
Full committee of appropriation vote
