Passing a Bill (GA) Flashcards
Step 1
Legislative Council drafts a bill (citizens can go to representatives to get their ideas drafted)
Step 2
A bill gets drafted into a document then it needs to get signatures (cosponsors of the bill - need to be representatives)
- top four cosponsors are very important bc it shows the quality of the bill (unknown strategy)
Step 3
Bill is dropped into the hopper to be read for the first time - then assigned to a committee
HOUSE: Speaker of the House assigns the bill to a committee
SENATE: Lt. Governor assigns the bill to a committee
Speaker of the House
- Speaker is elected by House members by secret ballot, 2 year term, assigns who gets on what committees and who the chairs of the committees are
- Speaker has to be a member of the House of Congress
- Speaker has to be an elected rep of the GA - House

Lt. Governor
- Lt. Governor is elected by GA citizens, 4 year term
- assigns who gets on what committees and who the chairs of the committees are

Step 4
Committee debates bill
Step 5
Rules Committee: decides which bills go to the floor of the House or Senate
Motions of Committee
- due pass
- due fail
- table
- amend
Step 6
bill goes to the floor
Step 7
Bill goes to the other house and the process repeats again in the other chamber
Step 8
Governor signs it off or vetos

Interest Groups
Interest Groups have two points to influence bills: when the bill is being drafted/created and in committee
Committee Chairs
Chair of the committee decides what bills get brought up and what isn’t
Conference Committee
All chambers must agree on the final amended bill, if there is no agreement it goes to the Conference Committee. Then their report goes back to both chambers again to be approved
