Consent granted to a political party at election time by the electorate this gives legitimacy their manifesto policies

A
- Electorate understand what they are consenting to when they vote
- It gives the government legitimacy and means they can be held accountable
- It gives the electors a chance to judge the performance of the government at the next general election

- Depends on one party winning outright so has failed eg 2017 minority and the coalition government
- Voters for one party may not agree with all of its manifesto commitments
- Some manifestos are open to interpretation
