Rule 5

A

Lookout - Should know verbatim.

All vessels shall at all times maintain a proper lookout by sight, hearing and all available means appropriate to the prevailing circumstances and conditions so as to make a full appraisal of the situation and of risk of collision.

Rule 6

A

Safe speed - Should know verbatim.

All vessels shall at all times maintain a safe speed so that they may take effective action to avoid collision, or stop within a distance appropriate to the prevailing circumstances and conditions. In determining a safe speed the following factors shall be considered:
VDMLWD - CCWTFV.

Rule 7

A

Risk of Collision
A) Vessels shall use all available means to determine if risk of collision exists. If there is any doubt, ROC shall be deemed to exist.
B) Proper use shall be made of RADAR equipment, including long range scanning (early warning) and plotting equipment (systematic observation)
C) Assumptions. . .
D) In determining a ROC, these considerations shall be taken into account - a series of . . .

Rule 8

A

Action to avoid collision
A) action shall be in accordance with these rules, be positive, in ample time and with due regard to good seamanship.
B) Course/Speed alterations shall be large enough to be visually apparent, visually or by radar. A succession of small alterations shall be avoided.
C) Alteration alone may be the best action providing it is safe to do so and does not result in another close quarters situation.
D) Action should result in passing at a safe distance. Should be monitored until finally past and clear.
E) If necessary to avoid collision or allow more time, A vessel shall slacken speed/take way off/reverse propulsion.
F) NOT TO IMPEDE:
Shall take early action to allow sufficient sea room.
Both vessels are not relieved of their obligations to comply by the rules of this part in taking action to avoid collision.

Rule 9

A

Narrow Channels
A) Vessels in a narrow channel shall keep to the right
B) Vessels < 20m and SV shall not impede those who can only navigate in the channel.
C) FV shall not impede any vessels navigating in the channel.
D) Vessels shall not cross the channel if it impedes a vessel that can only navigate there. 5 short blasts can be used if the larger vessel is unsure.
E) Overtaking - when the vessel being overtaken must alter course, the appropriate sound signals shall be used. This does NOT relieve the overtaking vessel under R 13. (Two long then stbd or port signal. Long short long short to agree)
F) Extra care should be taken when approaching a bend or obscured section of the channel and the sound appropriate signal shall be utilised. (One long)
G) Any vessel shall avoid anchoring in a narrow channel.

Rule 10

A

TSS
A) doesn’t relieve any vessel of their obligation under any rule.
B)Vessels shall: Proceed in the correct lane, avoid the separation line or TSZ, Join or leave at the termination point or at as small angle as practicable.
C)Vessels shall avoid crossing but if obliged to, do so at right angles.
D) Vessels shall not use the ITZ when they can navigate in the traffic lane a part from Vessels < 20m and SV that may use the ITZ. D,i) Vessels may use the ITZ for specific purposes or to avoid immediate danger.
E) Only FV proceeding and others when avoiding immediate danger may enter the TSZ or cross the separation line.
F) Vessels navigating near a termination point are to take particular caution.
G) Anchoring is to be avoided
H) If not using the TSS it should be avoided by as far as possible
I) FV shall not impede any vessel following a traffic lane.
J) Vessels <20m and SV shall not impede PDV in traffic lane
K. L) RAM are exempt from this rule when completing maintenance of the TSS, or submarine cable work within the TSS to the extent necessary to carry out the work.

Q

Where should the foremast light be, what is its visibility arc.

A

Centreline, at a height above the hull of not less than 6m, if beam exceeds 6m then it must be bot less than the breadth but never needs to be above 12m. Arc of vis =225* fades in at 5* to 5*

Q

Where should the aft masthead light be and what arc of vis

A

Centreline, at least 4.5m higher than the fore masthead light. Not less than 1/2 length of the ship from foremast light but doesn’t need to exceed 100m. Arc of vis = 225*

Q

Where should side lights be placed and what angle should they be seen.

A

Not greater than 3/4 the height of the fwd masthead light, on or close to the side of the ship, aft of the fore mast head light.
Seen from 112.5* from the center line and should overlap 1-3. Thus 6 you see both. There is a 5* phase in and out.
