Rule 1
Application - Applies to all vessels on the sea and in waterways connected by navegable waters.
Local special rules, lights, signals and sounds take priority but should conform as closely as possible to these rules.
TSS may be adopted by local authorities.
Flag states may allow exemptions to vessels unable to conform to the regulations but shall determine the closest possible compliance.
Rule 2
Responsibility -
A) These rules shall not exempt anyone of liability for neglecting safe practices.
B) Due regard shall be had to dangers, special circumstances, and limitations of vessels so as to allow vessels to make a departure from these rules to avoid immediate danger.
Define a Vessel
Every description of water craft capable of being used for transportation on water
Define a PDV
Any vessel propelled by machinery
Define a SV
Vessel being propelled by sail providing propelling machinery is not in use
Define a vessel engaged in fishing.
Any fishing vessel which due to the type of fishing it is carrying out, the manoeuvrability of the vessel is restricted. Does not include trolling or other forms which do not restrict manoeuvrability.
Define NUC
A vessel, which, due to some exceptional circumstances, is unable to comply with these rules
Define RAM
A vessel which, due to the nature of her work, is restricted in her ability to manoeuvre.
Could include but not limited to - cable laying, underwater ops, mine clearance, replenishing stores underway, launching/receiving aircraft, towing where the tow severely affects her ability to deviate from her course.
Define a CBD vessel
PDV that is limited by the depth in relation to her draft
Define Restricted vis
Condition where visibility is limited by fog, mist, falling snow, heavy rain storms, sand storms or other similar causes.
What is a WIG craft
A multimodal craft which in its main operational mode flies close to the surface by utilising surface effect action.
Define what it means to be underway
Not at anchor, made fast to the shore, or aground.
What does it mean to be ‘in sight’ of another vessel
When one vessel can be observed visually from the other
What defines ‘length’ and ‘breadth’
LOA, greatest breadth
What is the range of visibility of the masthead lights and sidelights for a vessel over 50m
