AOC Operations
What is Part 119 about?
Part 119 makes provision for applicants of AOC’s that authorise Australian air transport operations under part 121, 133 and 135
Definition of significant changes
change in relation too,
location and operation of main base,
the person authorised to carry out the responsibilities of key personnel is absent,
if formal reporting lines from mangerial to operational change, types or models of aircraft change
Under 119 do you require a safety manager?
An australian air transport operator must have a safety manager
Under 119 is a head of training and checking required?
yes
What reference libraries must the company provide under 119
Following material is required, civil aviation legislation, parts of the AIP that are relevent to the operation, All information about the flight operations of each type and model that is operated by the company,
Can the CEO act as safety manager?
Yes in unforeseen circumstances
Can the HOFO act as safety manager
yes in unforeseen circumstances
If the CEO or HOFO is acting in the safety manager role, how long can they act for?
No more then 7 consective days for each unforeseen circumstance unless the operator holds an approval under 119.025 which is the period mentioned in the unforeseen circumstance
Before making a change to the ops manual regarding change of operators name or location you must what?
Must amend the ops manual to reflect the change and give CASA written notice of the change and copy of the amended ops manual that reflects the change
If the operator makes a change to a permanent appointment or acting appointment of key personnel, what are the timeframes for notifying CASA of the change?
if the change is for a period of more then 35 days, the operator has 7 days to notify CASA of the change
Can CASA remove key personnel from their position?
Yes, they can if they deem the person is not carrying out the safety responsibilities of part 119D, or in the case of the CEO is not properly managing safety matters for which the person is responsible under 119D
Key Personnel cannot carry our responsibilities
If they cannot carry out responsibilities for a period longer then 35 days you must, if there is no other suitable person to carry out the role let CASA know is 24 hours, and if there is another qualified person within 3 days
HOFO responsibilities include
monitoring and maintaining and reporting to the CEO on the operators compliance with provisions of the Civil aviation legislation
ensure flight crew are provided with the information and documention to carry out their roles
ensure proper allocation and deployment of operators aircraft
coplies with section 28BH of the act in relation of the flight crew
Retention periods of records
Flight crew from when the record is created until 5 years after they cease to be personnel, medical transport specilist is from when record created until a year after
A document that is required for aflight of a aeroplane must be kept for 3 months after the end of the flight
