1- satisfactory service levels
2- acceptable indoor thermal comfort.
Retrofitting phases
1- setup and pre-retrofit survey.
2- energy audit and performance assesment diagnoses.
3- identification retrofit options.
4- site implementation and commissioning.
5- validation and verification of energy saving.
Setup and pre retrofit survey:
- Building owners define the scope of work, project targets and time frame.
- Define the available resources to frame tephe budget and programme of work.
- Pre retrofit survey to better understand the building operational problems and the main conecerns of occupants.
- its common to select ESCO to plan and implement the building retrofit.
Energy audit and performance assessment and diagnostics
- energy auditing used to analyse building energy data, understand building energy use, identify areas with energy waste, propose no cost or low cost ECMs.
- performance assessment to benchmark building energy use by using selected KPIs or green building rating system.
- diagnostics used to identify inefficient equipment, improper control schemes and any malfunctions in the building operation.
Identification of retrofit options
- using energy models, economic analysis tools, risk assessment methods, performance of retrofit alternatives quantitatively.
- priotorise the best retrofit alternative based on relevant energy related and non energy related factors.
Site implementation and commissioning
- implement the selected retrofit measures on site.
- test and commissioning (T&C) to tune the retrofit measures to ensure the building and its services systems operate in optimal manner.

Validation and verification of energy savings
- after implementation, M&V methods can be used to verify energy savings.
