A
- Creation of an Act begins with a Bill
- Green paper; consultation phase that sets out the general aims of the Bill
and invites responses. - Becomes white paper: firm proposal for the law
- Majority of Bills start in either HoC or HoL but financial Bills must be HoC.

- Stage 1= ‘First reading’. A formality where the title of the Bill is read out to
the house. - Stage 2= ‘Second reading’. The minister introducing the Bill explains its
purpose then a debate is held and a vote is taken. - Stage 3= ‘Committee stage’ (if vote passes). In the commons 16-50 MPs
examine each cause of the Bill and think of potential problems. - Stage 4= ‘Report stage’. Committee report back to the house with any
amendments. Amendments are debated, either accepted or rejected,
before the final vote is taken.

- If vote passes, the Bill is sent to second House and the whole process is r
repeated. - Only difference is that the committee in the HoL is the entirety of the
house, not just a few individuals. - Once the second house has made amendments, Bill can be passed back
to the original house for any further changes. (sometimes parliamentary
ping pong)

- Monarch must give royal assent to make Bill law.
- Monarch only gets to see the short title and doesn’t even have to
physically sign it. - Bill becomes an Act.
