the labour exchanges were limited as they were not required to register, and employers weren’t required to advertise jobs either, so this went past a lot of people.

it was successful as there was a surplus of £23 million in the national insurance fund by 1914; meaning there was little demand for unemployment benefit after the new measures put in place.
