some measures were taken but ultimately free school meals were actually credited to a labour backbencher william wilson, who initially raised the issue as a private members bill. Additionally, liberals weren’t enthusiastic about medical inspections as it would reveal chronic health issues which would create a demand for a public health service which they did not wish to have to fund.
