on the one hand
liberal reforms went away from laissez faire, with a key area of success being in the young who were ultimately better cared for and protected by their governments, with major health issues finally being addressed.
on the other hand
there were serious limitations. the reforms missed target areas such as the old and the unemployed as those who did not have work were not informed of opportunities which would help them and the age limitations that the old age pensions brought were greatly overlooked.
overall
it is clear that whilst the liberal reforms made attempts to improve the lives of the british public, and ultimately began the change that was about to take place, they were extremely insufficient
