A
- Weaken german militarily, strategically and economically
- Wanted US to guarantee French Security
- Skeptical of Wilson’s 14 points

- Privately didn’t want to weaken Germany too much- concerned about the balance of power in Europe- wanted to maintain British unity, holdings and interests
- Publicly supported Clemenceau’s strong terms

- An internationalist who wanted to intervene in WWI against the wishes of the isolationist US nation

- Ultimately had less say in the Treaty of Versailles and left conference disillusioned
